By remaining current with FCC and state regulations and policies, and simultaneously understanding the technology that drive these policies, this firm is uniquely situated to offer both technical and legal expertise.

The firm frequently assists in the identification of client needs, preparation of requests for proposal or quote (RFP or RFQ), the analysis of the options offered, and ultimate recommendations addressing equipment and service options. By spending time doing a careful analysis of clients' existing telecommunications environment(s) and understanding clients’ long and short-term goals, we have been able to secure premium services with optimum pricing and terms.
Clients include multinational corporations, law firms, telecommunications consulting firms, as well as small to medium size businesses that require the expertise of their larger corporate brethren but do not have either the time or money to invest in bringing such expertise in-house full time.

Martha Buyer specializes in regulatory matters and contract negotiation.

martha buyer photoMartha Buyer is an attorney whose practice is limited to the practice of telecommunications law. In this capacity, she has negotiated a broad array of agreements between providers and both corporate and government end users. She also provides a wide range of telecommunications consulting and legal services, primarily geared to support corporate end-users’ work with telecommunications carriers and equipment providers. In addition, she works extensively with end users to enable them to navigate international, federal, state and local regulatory issues, with particular attention to emergency calling, along with issues related to corporate telecommunications transactions among and between carriers, vendors and end-users. She has also supported state and federal law enforcement in matters related to Telecommunications.  Ms. Buyer’s expertise lies in combining an understanding of the technologies being offered along with contractual issues affecting all sides of the transaction. Prior to becoming an attorney, Ms. Buyer worked as a telecommunications network engineer for two major New York-based financial institutions and a large government contractor.

Ms. Buyer’s practice, the Law Offices of Martha Buyer, PLLC, is a certified New York Woman-Owned Business. She is also similarly certified in the Commonwealth of Massachusetts (SOWMBA) and the Public Utilities Commission of the State of California. Since 2005, she has been the regulatory counsel for the Society of Telecommunications Consultants, Inc., an organization of independent consultants who adhere to a rigorous code of ethics. She is a frequent contributor to No Jitter.  She is admitted to practice in New York, Colorado, Wisconsin, and Massachusetts. Ms. Buyer, who is an adjunct faculty member of the Graduate School at Regis University in Denver, is a graduate of Colgate University, the University of Colorado’s Interdisciplinary Telecommunications Program, and the Law School at the State University of New York at Buffalo.  She has received Business First’s “40 Under Forty” award for community leadership.
